What's already in place

This is configuration, not construction.

Of the licences and integrations this requires, a super fund already holds almost all of them — built for other products, reusable here.

AFSL

Required to administer a financial arrangement and distribute funds. Already held.

AUSTRAC registration

AML/CTF obligations for moving money between parties. Already registered.

BECS participation

Direct debit rails for the monthly distribution. Already in place.

ATO connectivity

The Single Touch Payroll link this runs on. Already built for other purposes.

The trajectory

Superannuation started as voluntary infrastructure. Then it became mandatory.

In 1987, compulsory superannuation didn't exist. By 1992, the Superannuation Guarantee changed that permanently. The path from voluntary to mandatory was infrastructure built, trust established, and data accumulated until the case became unanswerable.
